Running the control panel applet by ImDisk Virtual Disk Driver doesn't work.
The bug is in Control_DoLaunch in shell32. This happens because imdisk cpl
wrongly returns 1 when it receives CPL_STARTWPARMSA in its CPlApplet function.
This causes shell32 not to send the CPL_DBLCLK message and the cpl applet
doesn't start because it displays its dialog only when it receives CPL_DBLCLK.
