Patches for Explorer and Desk CPL have been committed in r40860. Thanks.

Patches for Console and TimeDate CPLs are wrong. What they do, they change
encoding from CP-1250 to UTF-8. Also, patch for Console CPL replaces "Romanian
resource file" by false "English resource file". Patch for TimeDate CPL
replaces "SUBLANG_NEUTRAL" by incorrect "SUBLANG_NETURAL".

Patches for Joy, Main, and PowerCfg rsrc.rc files are wrong, they try to
include nonexistent (forgotten?) Romanian translations.

I suggest to carefully read patches before sending them to bugzilla.
