Tested in 40924.
for A), mso.dll is there.
B) didn't get that.
Program doesn't start anyway, launching it a second time will tell you it
failed to start last time, and it'll ask you to start in safe mode, it won't
start, try again and it'll tell you to start in "detect and repair mode", if
you try it crashes.
