Are you using latest debug builds from here: http://www.reactos.org/getbuilds ?
Guest additions install correctly as of 40924. This bug can be closed.
PS: Only thing is to delete vboxmouse.sys from system32\drivers before
restarting, otherwise mouse won't work.
