Only Admin may (optionally) TerminateProcess

I added a check to only allow Administrator to terminate an installer.
Also a second query before actually calling TerminateProcess.

The timed notification is still there. Since the installer is a separate
process, that query can be left onscreen indefinitely without interfering.
I haven't tested this one yet (I had to get some sleep sometime),
but it should be okay.

In any case, there are bigger problems to deal with
than rapps becoming unresponsive if and installer hangs,
and this code of course doesn't deal with kernel issues.
