RosBE 1.5 code patch for ReactOS: Version 2

I've updated the code patch for getting ROS to compile with RosBE 1.5 again.

Changes to the previous patch:
- Attempt to properly fix the hack introduced in r43434.
- Only use -exclude-all-symbols when no import library is given.
- Update rbuild's version detection to fail if GCC < 4.4.2 or Binutils <
20091017 is used.
