The fact that taskmgr hides its taskbar button is configurable and can be
disabled.
Highlighting a running taskmgr instance by starting taskmgr again was
implemented in r44801.

Can't reproduce any crash minimizing or subsequently restoring taskmgr from the
systray. Reopen this bug with a detailed reproduction discription if it is
still around.
