Fixes for internet toolbar build warnings.

This patch fixes two minor issues in dll\win32\browseui\internettoolbar.cpp.
There were warnings in the build, so I listened to the compiler :)

1) An ambiguous condition straightened out in CMenuCallback::CallbackSM.
2) A const-ness correction in CInternetToolbar::OnSearch.
