I'm adding colin here. The function removed in r40439 had a comment, saying:

Before referring to the environment, handles a few variables directly, because
the environment variables may not be set when this is called [...]. The
directly handled environment variables, and their source, are: 
- ALLUSERSPROFILE, USERPROFILE: reads from the registry [...]

As seen in the bug summary %USERPROFILE% is part of this special handling.
