Updated patch to fix some issues with resizing and scrolling

Fixed:

 - Fixed issue where maximizing a console window would overflow the desktop
 - Fixed issue where attempting to move the scroll bar manually would make it
bounce back if the console cursor is moving.
 - Reduced flickering and invisible text significantly
 - Fixed issue where sometimes scrolling the console would result allow text
selection (which often results in graphics glitches

Known issues:

 - Scrollbar position update is not very smooth
