Small fixes to Czech language resource

Globalize two pointstack variables
Allow deleting polygonal selections

Display selection current dimensions when it's being resized
Allow flipping also for selections
Deselect current selection when ESC is pressed
Allow CTRL+A with any active tool

Fix graphical glitches when resizing miniature window
Display identical dimensions when drawing regularized shapes
Uncomment wallpaper setting code
Save image into appdata prior to setting it as wallpaper
Redraw image area when grid display status has changed
