Incomplete filestr.exe (may satisfy RosBE, .c .h and .rc files)

RosBE /requires/ the external shell command findstr (not present in Ros itself
yet), neuters usage of RosBE/RosBE's svn on an Ros system, backend of windows
xp search (therefore Ros gui search too) other old windows/dos programs may
require it.
