Since revision 53436, some programs are failing to load with the error message
"he system DLL user32.dll was relocated in memory. The application will not run
properly. The relocation occurred because the DLL GDI32.DLL occupied an address
range reserved for ReactOS system DLLs. The vendor supplying the DLL should be
contacted for a new DLL."

So far, I have discovered this affects GIF Construction Set 1.0Q, QNU Chess
3.1, EXCEL 5 32-bit, some NT 3.1 accessories (Calc, Winmine, Solitaire and
others), some test apps (GDIDEMO.EXE, MLTITHRD.EXE, SPINTEST.EXE), and likely
more. 

I regression tested it, and it worked OK in 53435 but is broken in 53436 and
remains broken in the trunk builds.

Also note that the first character of the error message is missing, and that
several application crash error messages follow this message.
