Some more info about this issue:
In windows when the drop-down listbox is created it doesn't have the top-most
style but when it is shown for the first time it becomes top-most even though
its parent is the desktop window and SetWindowPos is always called for it with
the HWND_TOP parameter and not with HWND_TOPMOST
