I got the following objections: 

a) 
Memory leak
b)
Compatibility: the error code ERROR_PATH_NOT_FOUND is quite extensively
documented as having no insert (%1), as opposed to several other error codes.
If some app now calls FormatMessage with standard parameters it would succeed
in Windows and fail in ROS and you'd get lots of apps with problems like bug
#5977.

Adding newlines to this error message is a no-go imho. This is just plain text
to be printed in any kind of GUI and not limited to this particular message
box.
