I used simplified testcase (hh.exe from C:\ReactOS) to find out that this error
is caused solely by r51085.

To sum up:

1. Run OllyDBG (version 1 or 2);
2. Open up hh.exe in the debugger;
3. Analysis will stop with C000007B (STATUS_INVALID_IMAGE_FORMAT);
