this is a patch that switches from UrlDownloadToFileW (urlmon) to proxy enabled
download

This is an implementation of rapps to have proxy settings and use them.
Note that only English dialog is changed. I'm not very good at this part
(resources and stylish dialogs), so feel free to change appearance before
committing.
Previous patch about proxy settings in urlmon.dll is still needed in my
opinion, but has nothing to do with current patch.
