When loading in 2nd stage setup, the setup fails (before the wizard begins)
with "InstallSysSetupInfDevices() failed! Rebooting now!" message.

Reproduction steps:
1. Build r51993 using cmake (ie. "configure", build host tools, build bootcd)
2. Install inside the VM and reboot when prompted
3. Before 2nd stage setup wizard loads (but on the first reboot) you will see
the message in question.

This occurs in VirtualBox 4.0.8 as well as QEMU 0.13 - even can reproduce it
with a 100% rate when checkng out a new working copy and compiling using cmake.

This bug is only reproducable with a clean install. Upgrading will not produce
this bug.
