patch with maintenance valid at least up to r53983

Various changes in the current romanian resources for maintenance. It includes:
 - updates in translated text
 - corrections for diacritics
 - update romanian resource files according to the rest of the similar resource
files (revisions like 53982 one did all but romanian files)
