The explorer crashes with the below exception since R53653 (Shell32 rewrite). 
(There are missing desktop icons in every revision with the explorer problem
too, but I noticed the guidelines said to only report one bug.)

In R53653, there is an application not found error when you try to open a
folder with the Run box, but explorer will report the above exception if you
open using browse files in the start menu.  But in later versions like 53952,
you get the exception regardless of how you bring it up.

I have a notion that part of the issue is a bad path or filename somewhere, but
I am pretty confident that it is a shell32-related regression.
