Start Menu items with some unicode characteres in their names won't open.
Specifically, the pair of special quotes U+201E and U+201D (Double Low-9
Quotation Mark and Right Double Quotation Mark). These files however, can be
opened without causing problems from explorer window, when browsing for
instance the Administrator's Start Menu filder.
Such case is valid and cause no problems in Windows XP with english-US
settings.
