Fixed in r54105.

I modified syssetup so the shortcut for explorer uses its icon with index 1 as
in windows. The other thing is that in windows this icon is "folder with
magnifying glass" so I shuffled the icons in explorer to match this. If anyone
needs/wants the ros logo instead, just place the ros icon second in explorer's
resources.
