You cannot open services.msc (the Management Console file for viewing services,
in Win2k, XP, 2k3, 2k8, Vista, 7) because it doesn't exist in ReactOS. This
file hasn't been implemented yet; furthermore, the ReactOS's replacement for
the "Microsoft Management Console" application (mmc.exe in Windows) which is
needed to open .msc files, isn't completely implemented (see
http://svn.reactos.org/svn/reactos/trunk/reactos/base/applications/mmc/). The
current solution is to use the ReactOS's "Service Manager" application,
servmgr.exe (see
http://svn.reactos.org/svn/reactos/trunk/reactos/base/applications/mscutils/servman/),
installed in C:\ReactOS\system32\. It is this application that is executed when
you click on Start->Settings->Control Panel->Administrative Tools->Service
Manager.
