The problem described here is gone in 54146.
I have found some other problems though:
1) The apply button in the regional settings doesn't do anything, only the one 
in the customise dialogue works.
2) The previews for the regional settings are wrong when customised.
3) The calculator buttons are all over the place.
4) The calculator doesn't notice when the regional settings change.
