Windows XP behaviour

Install ReactOS. Download theme. Put it in right directory (resources\themes),
open display properties appearance tab. Hit "visual style" drop down box and
you will see your theme even if themes service is disabled. This doesn't happen
on Windows XP Pro SP3. And when you apply that theme with themes service not
started, wrong things happen. See screenshots.
