With release 54216 I can now access the control panel :)

So here's a bit more info on the process under MobaLiveCD

1- Freeloader boots normally
2- ReactOS starts loading drivers (screen is displayed with "normal" colors)
3- After ROS loads AFD.SYS and enters the desktop (the "installing devices"
window) the displayed image has a max of 16 colors...

Don't know if this is a ROS issue or if it's the emulator I'm using (though
I've never had any issues with Linux live cds)
