Two issues here actually:

1) VGA driver being always loaded instead of the VBE one since r54152.

2) Several graphical glitches in VGA mode.

I believe this bug is mainly about issue 1) which was fixed in r54221 so I'm
closing this bug. Feel free to open a new one for VGA mode graphical problems.
