Directory creation code is easy enough to test:

* boot from bootCD
* change "\ReactOS" into "\ReactOS\test" and you'll get a warning directory
can't be created, followed by a request to reboot the machine.

Alternatively try a path like:
\x\y\z

As for the themes file, I assume you'll need to specify all path components
individually/gradually. Not sure when these directories are created (by
default? or only if a file needs to be placed there?) and by what.

14 = Resources\Themes
15 = Resources\Themes\Royale
16 = Resources\Themes\Royale\Shell
17 = Resources\Themes\Royale\Shell\NormalColor
