Using r54221 boot cd rel in the second stage of the install it fails and gives
me a dialog with that error message on the screen.

If I use a dbg version I don't get this far along so right now I have no way to
capture a debug log.

I've done it several times and verified that that file indeed exists and is
readable.

I've been trying for over a month to get ReactOS to install and boot on my
hardware.  It boots up on the live cd for the same release (even the dbg
version of the live cd now):
