Confirmed on r53070. It also happens when you create a tiny Notepad window and
drag it around in front of the dialogue box. It makes the Properties for
System, the ReactOS Device Manager and the Properties for <hardware> title bars
flicker. I think this and the menu flicker bug are symptoms of a deeper
problem.
