Could it be possible, that the git repo is offline again?
I tried to clone the repo and I just got this result:

git.exe clone    -v  "git://git.reactos.org/reactos.git" "C:\reactos\x64"

Initialized empty Git repository in C:/reactos/x64/.git/
fatal: The remote end hung up unexpectedly
