Test Application. Exe and source.

Controls are fine. The problem is that
SystemParametersInfo(SPI_SETMOUSESPEED..) fails. When it fails it writes 0 to
registry.
Right now ReactOS MouseSpeed is set to 1 and default should be 10 (see
http://msdn.microsoft.com/en-us/library/windows/desktop/ms724947(v=vs.85).aspx).
