In fact the SE_BACKUP_NAME privilege was not necessary for using 
Reg(Un)LoadKey. The MSDN documentation contradicts itself another time. However 
the SE_RESTORE_NAME privilege is still mandatory. The SE_BACKUP_NAME privilege 
is obligatory for the RegSaveKey API.
