As we've established, this issue comes from running with Windows's msafd.dll.

Quick testing shows that with this dll, any attempts at Winsock operations seem
to fail.
r56789 changed the behavior of these installers because before it, Winsock
wouldn't attempt any operations in the first place (due to being
uninitialized).

Of course, our msafd.dll should, as a goal, be compatible with Windows's, but
that's another issue. Thus closing this as INVALID.
