The patch

The patch improves a check used to decide whether or not we read the content of
a registry value, in RQueryServiceConfig2W() and RQueryServiceConfig2A()
(it "homogenizes" the reading part of the FailureActions registry value with
what I've proposed in the final patch of bug 7122 for RChangeServiceConfig2W()
).
