Patch - second version

This patch also hacks the definitions of the RQueryServiceLockStatusA/W
interface APIs in the IDL file, in order to well interpret the lpLockStatus
parameter (=> is this a bug of WIDL ? This same "hack" is also present for
RQueryServiceConfigA/W, this being said...)

ToDo : effectively use this locking feature, in StartService for instance...
