Fixed. The file is included in comdlg32 library.

Already explained in comment list of this bug.

Also, I didn't know I had to add the patch here.
Since this patch involved comdgl32 library and 
this library is developed by wine guys I sent it
via e-mail yesterday to wine guys and to reactos
as described here /media/doc/README.WINE.
