Why do you say full use of NTFS will not happen?  I believe it should 
and needs to happen.  Unless you find a way to hack ext2 so that it can 
store EAs, named data streams, and real NT security descriptors instead 
of the weak file mode bits.  Oh, and make it journaling.

Simply put, ext2 does not satisfy the needs of an NT filesystem, so you 
can either overhaul it so that it does, or just work with the existing 
NTFS filesystem.
