The only documentation are some of my notes in Notepad and the 
beginnings of our implementation (which I wrote) in ntoskrnl\dbgk...and 
the headers in ntoskrnl\include\internal\dbgk.h

Yes it's subsystem independent and doesn't touch LPCs.
