[ros-dev] TC function description: vote closed

The the vote on the TC function description is now closed. Final results:

Proposal A 11 votes
Proposal B 5 votes

which means proposal A is accepted. I will update the website accordingly
(probably tomorrow).
This outcome means we also have to change/update the release process
document. It is also time to elect a TC now. I'll start two separate email
threads for these.
