[ros-dev] Break, PC, Constituion and other misc issues

PC should help the project go a nice way, and his main due is to lead the 
project to bright future (of course it's not development manager who tells 
people what to do, but at least encourage devs with good ideas, plans, 
roadmaps, and other things is quite good).
IMHO it isn't a must for a PC to go at every expo - it's just impossible. 
Though it'd be cool of course. I regret really that Steven don't have time 
right now, since he's best suited to this position (at least by a number of 
expos he's taken part in :-))
