[ros-dev] [ros-diffs] [jimtabor] 46006: - [User32_winetest] - Win : Remove test_capture from service. This is related to TrackMouseEvent issues which use SetCapture.

I was blamed for doing this the other day. So do we skip tests or  
don't? If yes, they must be marked as skipped, not silently ignored.
