[ros-kernel] Information for new developers

Most of our documentation is out of date. We just moved to a new
webserver and our changing from docbook to ezpublish and I dont think
the old ReactOS developer guides have been imported to ezpublish. If
you go to http://cvs.reactos.com and browse to rosdocs you can view the
documentation that we have even if it is in XML =(
