[ros-kernel] Information for new developers

Hey, the content is more important than the format, so don't be sorry. I'll
read through the documents to get a clear idea of how you guys want things
done, and the approach to programming, then I'll start work where people
think they need help (someone sent me an email about GDI32, so I've started
browsing through there).
