[ros-kernel] Information for new developers

Hello Tom,
Try hopping on irc.freenode.net in channel #ReactOS and talking a bit.
Most of the Win32 people hang out there. You will want to talk to Ge
van Geldorp a bit as he is the defacto maintainer of our
Win32k.sys/GDI32.

I wont be around on IRC for a few more days. I have had to take a few
days of work at the beach ;)
