[ros-kernel] Wine integration

It all comes down to the estimation of work then. Filip seems to
think 
that it's not going to take months - but that there is some work to
be 
done with the win32api; but wouldn't this have to be done eventually
in 
the case of point 1 anyway? What's does everything think?
