[ros-kernel] New w32api package needed for winmm.dll

Hello,
I have just imported a snapshot of winmm.dll from winehq to ReactOS
cvs. Now anyone that wants to play with sound under ReactOS can have at
it. Thanks Casper for you help in getting this ported.

We do have a problem in that it requires the latest w32api from CVS to
build so this will through the ReactOS build system in to hell untill
Mingw releases a new package. If you want to build and use Winmm in
ReactOS you will need a snapshot of w32api CVS. I have packaged it
here:

You can also disable building winmm and comctl32 untill the next stable
w32api release.
