[ros-kernel] Msvcrt cleanup

Hello,
I have done a new port of the WINE __CxxFramehandler, C++ support and
some minor TLS fixes for msvcrt. I am going to attempt to merge my work
as soon as possible as now FreeCell works for me and OpenOffice has all
of the exports it needs to load. I am still running in to a problem
loading OO though as it wont load the msvcr70.dll that I have. If
anyone is planning on doing any changes to msvcrt please talk with me
as while I am in the process of working on msvcrt I am going to attempt
to compleate the rest of the W32API conversion.
