[ros-kernel] Debugging WINE ported code

Hello,
If no one objects I am going to change ERR's to DPRINT1 rather than
DPRINT in reactos/include/wine/debug.h because we should always want to
see error messages like FIXME messages. TRACE and WARN messages will
still be DPRINT's
