[ros-kernel] RFC - Regression Tests and reactos/apps/tests

Hi Steven

I plan on doing some regression test work really soon. But I'll be 
looking at the tests that fit in with Casper's regression testing 
framework in /regtests. As for reactos/apps/tests - I agree, its
getting 
a bit out of hand and unnecessarily slowing down complete rebuilds. 
Also, anything that helps us work better together with WINE is 
definitely worth looking at.
